In accordance with the Regulations on the Organization and Functioning (ROF) of the Department for Distance Learning and Part-Time Education (DIDIFR) within the University of Oradea, approved by Senate Decision No. 169 of July 18, 2011, the DIDIFR Council (CDIDIFR) is chaired by the DIDIFR Director and has a deliberative role regarding matters related to its responsibilities specified in the ROF.

The DIDIFR Council (CDIDIFR) consists of: the DIDIFR Director, the Chief Administrator of DIDIFR, the Dean of the Faculty to which the ID/IFR study program belongs (which organizes it) (or a representative appointed by the Dean), and the ID/IFR Coordinating Officer of each faculty organizing study programs within the ID/IFR system.

The DIDIFR Council is subordinate to the Administrative Council of the University of Oradea, which validates its composition.

Department directors from the faculties to which the ID/IFR study programs belong may also be invited to CDIDIFR meetings, where they will have a consultative role. CDIDIFR decisions are considered regulatory and final if two-thirds of the voting members are present at the meeting and if the majority of those present vote “in favor.”

 

The responsibilities of the CDIDIFR are as follows:

  • ensures the connection between the faculties to which the ID/IFR study programs belong and DIDIFR;

  • makes proposals regarding the initiation and development of ID and IFR programs organized by DIDIFR in collaboration with the university’s faculties;

  • analyzes and proposes for approval, in accordance with the procedure approved by the Senate, the self-evaluation reports prepared for each ID and/or IFR study program, with a view to obtaining provisional authorization to operate and/or accreditation, as applicable (MECTS, ARACIS, CNFPA, etc.);

  • makes proposals, analyzes, and approves the Strategic Plan and the annual Operational Plan concerning DIDIFR activities;

  • annually analyzes and proposes, and then submits for approval to the Senate/Administrative Council, the amount of the tuition fee for each ID/IFR study program, based on proposals from the Faculty Councils to which these programs belong;

  • annually reviews DIDIFR activities and makes proposals to improve them;

  • annually analyzes the draft revenue and expenditure budget of DIDIFR and submits it for approval to the Senate/Administrative Council of the University;

  • proposes and takes measures regarding the administration of ID/IFR resources and activities in accordance with these regulations, as well as the management of teaching materials (editing, distribution, disposal, donations, etc.);

  • ensures the maintenance and development of the Resource Center for ID/IFR (CRIDIFR), intended to provide opportunities for individual study and student access to the Internet, the e-learning platform, and other learning resources, in accordance with quality standards for ID/IFR;

  • ensures the creation of a “Virtual Campus” as a means of instruction and communication—an efficient electronic platform for rapid, updated, and structured information presented in a form accessible to ID/IFR students and, in the future, to other categories of students as well. The Virtual Campus may be integrated into the DIDIFR e-learning platform;

  • annually approves the nominal list of ID/IFR advisory tutors;

  • annually approves the list of instructional tutors within the ID system, based on proposals from the fundamental field coordinators;

  • annually approves the list of course coordinators within the ID/IFR system, based on proposals from the Faculty Councils that offer ID/IFR study programs.
